(rob live) it's not a done deal yet it's not a (rob live) (ryan) five... the city of belvedere was declared a state of emergency this week... after engineers informed city leaders a seawall was eminent danger of collapsing. kron four's philippe djegal spoke with the city manager who explains what's going on and how to fix it. (philippe)craig middleton/city manager- "en this started to fall apart, we, our public works department took a look at it and said, wait we've got a problem here, and that's when we called our engineers in." in a six month span.... belvedere city manager craig middleton says the 100-year-old seawall protecting a levee at beach and peninisula roads has shifted almost two inches... craig middleton/city manager-

"between the sidewalk and the seawall, you can start to see a little bit of an opening, and what's happening is the top of the seawall is moving toward the water." and, with a string of storms or a strong earthquake... he says the concern is that the seawall will fail. and, with sea level rise, the area could flood.craig middleton/city manager- "the foundation at the bottom is being pushed inward and the top is being pushed outward, which means eventually the whole wall will topple into the water." middleton says this initial project will cost about 550-thousand dollars. money that's already been accounted for in the city's budget.craig middleton/city manager- "we planned for it. we knew that there might be some need for some emergency money." and, by the city declaring a state of emergency for the area earlier this week...

(terisa) a three day cannabis industry convention kicked off in oakland today. the new west summit is drawing a lot of entreprenuers and investors interested in this growing market, especially now that recreational weed is legal for adults over 21 in california. but today's conference was not without controversy... since it was being held at the marriott hotel where striking workers are on their 6th day on the picket line. kron4's maureen kelly was there. ÷the organizer of the 4th annual cannabis industry summit holds up a large bag of weed that he wants to hand out in order to make peace with the striking workers making a lot of noise outside the oakland marriott city center... so this is how you make peace in this world.he also ordered pizza to feed the picketers.....which was

have been seeing for weeks on fremont street will continue. it was supposed to re-open tomorrow... but now it won't be open until next wednesday. the transbay joint power authority announced this delay in re-opening fremont street saying they've completed the shoring on the ground level of fremont street, but the installation of a four story shoring system won't be finished until next week. people driving in this traffic say they're frustrated and want this to be over.< "it takes an extra 40 minutes and the traffic off the bridge is just crazy.""early it's okay around 7, but anything after 7 is really really bad."there is also a shoring system in place in the transit center on first street even though no cracks were found there.officials want to make sure the shoring system supporting the bus deck

is strong and secure before allowing pedestrains and vehicles through fremont at missions and howard streets. once that is done, engineers can safely go into the bus deck and inspect the cracked beams to determine the cause, which they hope to do by november. then more permanent repairs will be drawn up and constructed to fix the 2.2 billion dollar transit center. while people are frustrated with the traffic, they say they're hoping experts are making the fix safe.buses continue to run out of the temporary transbay center and traffic here on fremont has just continued to be extremely backed up even up until the lunch hour as people navigate through the detour. in san francisco, sara stinson, kron four news. (terisa) a warning for parents tonight... after a dad says he found mold in a capri sun pouch that he was going to give to his 3-year old. and the company is saying this is something that can happen to their drinks. matt mckinney has more. and i went to grab a couple and there's one just seemed off.cameron hardwick was

concerned as he videotaped this something did not feel right before he gave his three year old child a capri sun juice to drink. the columbus father took it one step further. and this is what he found.so as you can see i don't know what that is. some kind of mold.cameron made the discovery last month. he called the manufacturer kraft which he says identified the substance as mold caused by micro puncture. this product has faced similar issues in the past. on the capri sun web site. the company details why mold can end up in a juice pouch. the company says a microscopic hole can create the problem and that's why they created clear bottom pouches so consumers can check the product before drinking it. the company adds it invested millions in packaging and quality to make pouches even stronger and more resistant to air leaks. cameron is hoping that his posting on facebook on this situation will raise awareness. i just wanted to make other parents grandparents aware of the issue so that they can

make their own decision whether to purchase the product or it's not an effort by any means for me to get something from capri sun or kraft or get attention out of it it was just to get awareness of what's out there. once you deal with the safety and health of your children and children that you know even if you don't have any of your own that's concerning and you want to share that with other people. hoping for the best in the areas that look the worst. corey davis is in panama city... and has the latest on the devastation. we are getting a good look at how things are after hurricane michael ripped through, debris lining one of the busiest streets in town. emergency crews coming in all day down martin luther king blvd.a twisted sign, making for an unnerving welcome into panama city, just after hurricane michael ripped through with relentless power. now with a clear view, the storm has left its mark. the wind so strong it nearly toppled this train along highway 231 leading into town.all of that, including this ripped apart gas station across the street, can be fixed, but the emotional scars will take much longer.this is

probably the worst hurricane damage i've ever seen. everything is just devastated. this are is just wiped off the map.trees fell like dominoes on this street where kenneth woods lived. his family evacuated out west to pensacola, and came back to this. we come over here and everybody's places are gone. and he's right. just down the street, this mobile home looks like it blew up. nearby, the root system of another tree damaged another mobile home while several other trees landed on top of it. down the street, another tree sliced william kelly's mother's home in half.devastated and also happy she wasn't home at the time. the city is just destroyed though.imagine living outside in this sweltering heat with no communication to the outside world. families out here truly feel isolated. kron4 is always tracking local stories. here's a look at what's going on in your neighborhood right now. (ryan) starting in the east bay... police are looking for a suspect after a teenage boy was shot and killed in antioch. it happened on tuesday in the parking lot of a lucky supermarket on east 18th street. the boy was shot several times and died at the scene. at this time, police haven't released any information about a possible shooter. although, they're asking anyone with information to please call them. (ryan) the warehouse fire in oakland that we first told you about yesterday... could mean a major set-back for the completion of an affordable housing complex. 'resources for community development' owns the paint storage warehouse and were in the process of turning the site into 59 affordable housing units. construction was scheduled to begin next summer... and slated for completion in 20-21... but the non- profit says the fire could

slow down the process. regardlesss, they say they're still planning on keeping construction on track. (terisa) in the south bay... police in san jose need your help finding the man who vandalized a dental clinic. this is the man police say drew several swatiska symbols on the pavement outside the property on union avenue. police believe he is also responsible for breaking a window and starting a fire at the same location within the last three months. the owner of the dental clinic believes she is being targeted for being a muslim. (ryan) in the north bay... a water quality advisory has been lifted in the fountain-grove area of santa rosa. that neighborhood was one of the hardest hit during the 'north bay wildfires.' 15-hundred homes were destroyed.. and only 13 remain standing. people who live in those surviving homes.. reported the water tasting and smelling unusual last november. water officials say slightly elevated levels of contaminants were found in the water because of the

determined the shark that attacked a teen in southern california last month... was a great white. 13-year-old keane webre-hayes was critically injured after getting attacked while lobster diving in encinitas.. just off the coast of san diego. experts say while shark attacks are rare in southern california -- some sharks move along the coast during the fall season... so it's good to always be aware. the teen was released from the hospital last week. (terisa) an arrest at a state park may be connected to the death of a father who was killed while sleeping in a tent with his kids. 42-year-old anthony rauda was arrested at malibu creek state

park. deputies found him with a rifle while he was searching the area for food. investigators are trying to figure out if rauda's rifle is connected to the murder of tristan beaudette. beaudette's murder sparked national attention when he was shot to death in the park back in june. (ryan) as we get closer to the november election... kron4 is taking a look at some of the propositions voters will be deciding on. and tonight... some dialysis patients are at odds with their medical providers over a prop on the ballot. dialysis is a treatment patients get when their kidneys have failed... and the cost of it, is at the center of proposition 8. capitol bureau reporter ashley zavala explains. your money tonight... the u-s postal service is seeking the biggest price jump on stamps in its history. facing pressure from the trump administration to address a revenue shortfall-- the postal service proposed raising the price of standard letters from 50 cents to 55 cents. that would be a record increase, if approved. the steep increase comes at a time when the postal service's losses have been mounting. the white house has proposed privatizing the post office... a plan that postal unions protested in nationwide demonstrations on monday. (ryan) a san francisco homeless man is celebrating an emotional victory today. kron 4's sanaz tahernia(sin- azz tah-hernia) is live in the newsroom with more on how this man was reunited with what he calls home. sanaz? .. (sanaz) well ryan, the man's name is sean kayode. the city towed and impounded his car on march 5th because he had accumulated a total of thirty unpaid parking tickets. now he would use his car for work and as a place to sleep at night and thanks to his attorney, kayode was able to get his car back today. his attorney - jude pond - went to federal court claiming

that kayode's 4th amendment right against unreasonable searches and seizures was violated when the city took away his car. he argued that his client's inability to pay off his parking tickets didn't justify the city's actions, and as a result, u-s district court judge jeffrey white issued a preliminary injunction - temporarily ordering the city to return his car. and as you can imagine, for someone who's car is an integral part of their life, today was definitely a day to celebrate.

march 5th, the city towed and impounded his car because he had accumulated a total of thirty unpaid parking tickets. now he was able to get his car back after his lawyer filed a claim against the city - alleging the city violated kayode's 4th amendment right against unreasonable searches and seizures. his attorney - jude pond - argued that his client's inability to pay off his parking tickets didn't justify the city's actions, and as a result, u-s district court judge jeffrey white issued a preliminary injunction - temporarily ordering the city to return his car. and as you can imagine, like many others in the city, for someone who's car is an integral part of their life, today was definitely a day to smile about.

isn't the end of the road for kayode's case. he still has a case pending against the city in federal court to have the city change its laws regarding repayment of parking tickets, (sanaz) but he said that while he has his car, he plans on going back to working for uber eats. (ken) bart riders in the mission district will have a cleaner ride soon. the plazas and walkways at the 16th street mission and 24th street mission stations have been power washed for one hour each night...but starting in november that will be increased to four hours a night. the 16th street station has more than 12,000 users a day. the power washing is necessary to keep clean areas that tend to accumulate stains and litter, according to the transit agency.
